
Carroll Community College has announced Susan Leibman as the new Director of Career Pathways and Apprenticeships within its Workforce, Business, and Community Education division. With over 15 years of experience in program administration, grant management, instructional leadership, and community engagement, Leibman brings a wealth of expertise to her new role.
Leibman previously served as the College’s Director of Adult Education and Literacy Services, where she led the implementation of the Workforce Innovation and Opportunity Act (WIOA) Title II Adult Education program for Carroll County. In her new position, she will focus on expanding access to inclusive educational pathways and apprenticeship opportunities that connect learners from all backgrounds to meaningful, sustainable careers.
“I’m honored to step into this role and help shape the future of workforce development in our county,” said Leibman. She emphasized her commitment to creating opportunities that drive economic mobility and meet the region’s evolving workforce needs. Holding a master’s degree in organizational management and a bachelor’s degree in biology and chemistry, Leibman is well-positioned to lead initiatives that align education with real-world workforce demands.
Steven Berry, Dean of Workforce Innovation & Community Advancement, praised Leibman’s leadership, noting her ability to deepen partnerships with local organizations and ensure students gain the credentials and experiences needed for long-term career success. “Her work will be instrumental in advancing Carroll’s strategic vision,” he said.
In her new role, Leibman will focus on cultivating partnerships with local businesses and community organizations to develop career-focused learning experiences. Her efforts aim to build a dynamic educational ecosystem that supports students and strengthens the local economy. “I look forward to forging innovative partnerships that prepare our students for success and support the needs of our employers,” Leibman added.
