The Shepherd’s Staff, a longstanding nonprofit dedicated to helping individuals and families in crisis throughout Carroll County, is set to break ground on a new facility aimed at expanding and enhancing its services. The community is invited to attend a special Groundbreaking Ceremony on Tuesday, September 23, 2025, at 12:00 p.m. at 30 Carroll Street in Westminster.
The new building represents a major step forward in the organization’s $3 million Capital Campaign, which is designed to provide a more dignified and supportive environment for those in need. So far, The Shepherd’s Staff has raised about two-thirds of its funding goal, thanks to strong support from local donors, faith-based organizations, civic groups, and dedicated volunteers.
“We’ve long known that our current space was no longer meeting the needs of the community,” said Brenda Meadows, Executive Director of The Shepherd’s Staff. “This new facility is truly the home that love built — a space where people can find hope, help, and healing.”
The new center will offer several much-needed amenities, including private bathroom suites with showers, laundry facilities, haircut stations, and a free shop where individuals can access clothing and household goods. Additionally, the building will feature expanded areas for distributing food, coats, and school supplies — all essential services the organization has provided for years.
The September 23 event will feature brief remarks from community leaders, a ceremonial turning of the soil, and light refreshments. In case of bad weather, the ceremony will be moved to Grace Lutheran Church at 21 Carroll Street.
Founded in 1991, The Shepherd’s Staff has served Carroll County with a mission rooted in Christian values, offering emergency aid, seasonal programs, and long-term support to those facing difficult circumstances. The new facility is expected to significantly increase the organization’s ability to serve its guests with care and compassion.
