Carroll Community College marked a major milestone on October 21 with a ceremony for the new Dr. James Ball Athletic Complex, a state-of-the-art facility named in honor of Emeritus President Dr. James Ball. The event celebrated both the symbolic start of construction and the college’s growing commitment to student athletics and community engagement.
“This field represents a vision that many of us shared for years: a vision of Carroll Community College as a place where students can grow not only academically, but also physically, socially, and emotionally,” said Dr. Ball, expressing gratitude for having the complex bear his name.
He added, “Athletics play a vital role in that growth, teaching teamwork, perseverance, and leadership, qualities that serve our students well beyond the classroom. This complex will be a place where students compete, where families gather, and where our community comes together.”
The new complex represents “a new chapter for Carroll athletics,” said College President Dr. Rosalie Mince. The first phase will feature a turf field with an all-weather synthetic surface, a 400-meter running track, bleacher seating for spectators, and stadium lighting to accommodate evening games and events.
“We are creating a space that reflects our commitment to excellence and student success,” said Dr. Mince, noting that the facility will expand competitive opportunities for students.
The $5.6 million complex is being made possible through the support of the Carroll County Commissioners, the Carroll Community College Foundation, and community partners. “We are grateful to the Carroll County Commissioners for their support, to the Carroll Community College Foundation for their dedication, and to our community for believing in this vision,” Dr. Mince said.

Faculty, coaches, and staff were also recognized as “the many voices and hands that helped bring this vision to life,” said Dr. Ball.
The Dr. James Ball Athletic Complex will include a range of modern facilities designed to enhance both athletic performance and the spectator experience.
The centerpiece of the project is an all-weather turf field with a synthetic surface that provides a consistent playing field in any season.
Surrounding the field will be a 400-meter, quarter-mile running track equipped for a variety of track-and-field events.
Integrated bleacher seating will give fans comfortable, convenient viewing during games and community events, while new high-quality stadium lighting will make it possible to host evening competitions and activities
Once completed, the Dr. James Ball Athletic Complex will host Carroll’s home games, regional sports events, and community gatherings — strengthening school spirit and serving as a hub for college and county pride for years to come.
