Dianne Dorothy Fisher, 78, formerly of Westminster, passed away April 25, 2026, at Country Meadows in Leader Heights, Pennsylvania. Born in Baltimore, she was the daughter of the late Noel H. and Rose E. Flater and the wife of the late Zeno M. Fisher, Jr. A graduate of Milford Mill High School, Dianne worked as a social worker, where she found great purpose helping individuals facing mental health challenges. She was a member of the Carroll County Arts Guild and enjoyed watercolor painting and other artistic pursuits. Dianne is survived by her children, grandchildren, siblings, nieces, and nephews.
