
The Carroll County Board of Commissioners has announced Alison Deigan as the new Director of the Carroll County Department of Information Technology. A resident of Mt. Airy, Deigan brings over 20 years of experience in federal government technology leadership, including key roles at the U.S. Department of Education and the Department of Justice.
Most recently, she served as Director of Technology Systems for the National Assessment of Educational Progress (NAEP), where she led a $150 million technology portfolio and oversaw a major digital transformation of national student assessments.
Earlier in her career, Deigan managed technology systems for prominent national education data programs such as the Civil Rights Data Collection (CRDC) and the Integrated Postsecondary Education Data System (IPEDS). She holds a Bachelor of Arts in Journalism from the University of Maryland and is a certified Project Management Professional (PMP).
Commissioner Kenny Kiler, President of the Board of Commissioners, praised Deigan’s qualifications and expressed enthusiasm for her appointment, stating that her experience will greatly benefit the county’s IT department and broader government operations.
