Cecelia Diane Fischer, 78, of Westminster, Maryland, passed away peacefully on January 13, 2026. Born May 3, 1947, in Baltimore, she was the daughter of the late Edward and Cecelia (Kramer) Kulikosky and the beloved wife of Melvin Fischer, with whom she shared 59 years of marriage. Diane was a devoted mother, sister, and friend, and a proud member of the South Carroll Lioness-Lions Club in Sykesville. She especially enjoyed traveling with her husband. She is survived by her husband, son Brian Fischer and his wife Melanie, siblings Laura Barnes and Stanley Kulikosky, and many who cherished her kind spirit.
