Francis “Blaine” Rinker, 88, of Westminster, passed away December 26, 2025, at Carroll Lutheran Village. Born March 1, 1937, in Cumberland, Maryland, he was the son of Francis Edwin and Genevieve Rinker and the devoted husband of Susan O. Rinker for 30 years. A graduate of Allegany High School, Allegany College, Frostburg University, and Wesley Seminary, Blaine served as an ordained Deacon and Pastor in the United Methodist Church, touching countless lives through ministry and missionary work in Haiti. A U.S. Navy Reserve veteran, he also enjoyed reading, music, and lifelong learning. He is survived by his wife, children, siblings, grandchildren, and extended family.
