Justin Patrick “Porkchop” Milligan, 45, of Westminster, passed away on March 25, 2026, at his home. Born March 21, 1981, he was the son of Deborah Litz Milligan and the late Dennis Milligan. A graduate of Westminster High School, Carroll County Career and Technology Center, and IBEW Local 24, Justin worked as an electrician. He enjoyed poker, politics, podcasts, music, and F1 racing, and loved watching football with his son and spending time with his mother. He is survived by his mother and his son, Tilor Milligan.
