First responders from across Carroll County were recognized on Tuesday morning, May 20, 2025 at the annual Chamber of Commerce Public Safety Awards Breakfast, held at the Pleasant Valley Volunteer Fire Department.
The event honored personnel from Fire, EMS, Police, Emergency Communications, and the State’s Attorney’s Office for their service and contributions to public safety.
Among the top honorees were:
- Volunteer Fire/EMS of the Year: Dennis Mann, Westminster Fire Department
- Career Fire/EMS of the Year: Kyle Stull, Fire Apparatus Driver/Operator, Carroll
County Department of Fire and EMS (CCDFEMS), assigned to Westminster. - Supervisor of the Year for Fire/EMS: Lt. Mike Karolenko, CCDFEMS, also assigned
to Westminster. - Distinguished Achievement Award: Past Chief Michael Gist, Pleasant Valley Fire
Department - Civilian Meritorious Award (Fire/EMS): Callie Williams, CCDFEMS
- Emergency Communications Outstanding Achievement: Christopher Shike
Life Saving Awards were presented to Firefighter/Paramedic Kevin Swain, Firefighter/Paramedic David Breitman, Firefighter/EMT Brandi Lookingbill, and Dr. Stephanie Kemp for their critical roles in life-saving efforts.
The Chamber of Commerce and local officials extended their congratulations to all honorees for
their dedication and service.
