Ruth Lucille “Lou” Howard, 98, of Westminster, passed away on November 8, 2025, at Ridge Overlook Assisted Living. Born July 9, 1927, in Reisterstown, she was the daughter of Leonard and Rose Marjorie Naylor. She was the wife of the late George Edward Pierce and David Lee Eaton. Lou is survived by her daughter Jacqueline Rosenborough, two grandchildren, and a great-granddaughter. A Franklin High School graduate, she worked nearly 40 years with C&P Telephone, retiring as a Verizon business office supervisor. She later owned “The Judge Thomas House” bed and breakfast. Lou enjoyed antiques, gardening, dining out, and volunteering with the Telephone Pioneers.
