Steven “Steve” Wayne Lowe, 65, of Westminster, passed away from a heart attack on June 18, 2026, at Carroll Hospital Center. Born in Washington, D.C., he was the son of the late Edgar Claude Lowe and Ruth Wayson Linton Lowe. Steve dedicated 35 years of service to the Maryland National Capital Park and Planning Commission and remained active in retirement through several positions, including work at the Carroll County Sports Complex. A devoted husband, father, and grandfather, he cherished family trips, Scouting adventures, and cheering on his children and grandchildren. Steve is survived by his wife, Kathy, three children, two grandchildren, siblings, nieces, and nephews.
