Major Upgrades Slated for County Public Safety Facilities
Carroll County officials and local municipalities are moving forward with major capital investments to modernize and expand infrastructure for the Carroll County Sheriff’s Office. Driven by county population growth, evolving operational demands, and aging municipal facilities, local leaders have initiated formal planning and annexation steps for a new centralized headquarters in Westminster while simultaneously advancing plans for a modernized satellite facility in Eldersburg.
The flagship project—a long-planned permanent headquarters complex located on the north side of Greenwood Avenue, west of Manchester Avenue in Westminster—represents a total projected capital commitment of $39.35 million. According to official budget documents from the Carroll County Government, funding for the complex has been established across recent capital budgets, with $9 million allocated in the fiscal 2025 capital plan alongside prior balance commitments.
Westminster Annexation and Site Consolidation
To prepare the site for utility connections and comprehensive development, the Westminster Mayor and Common Council introduced Annexation Resolution 26-12 (Annexation No. 90). The formal measure petitions to incorporate approximately 4.3 acres of county-owned land along Greenwood Avenue into the City of Westminster’s municipal boundaries. As detailed in municipal planning records reported by Westminster Wire, the project site consolidates 14 individual land parcels that the county steadily acquired over nearly two decades between 2006 and late 2024.
Annexation into city limits is a crucial operational milestone for the facility. Under Westminster’s public works and utility allocation policy, municipal water and sewer services require adjacent properties to formally annex before connecting to city utility mains. Integrating the parcels into city boundaries ensures that the modern multi-story complex will have adequate water, sewer, and stormwater management systems required for round-the-clock law enforcement operations, emergency communications, administrative suites, and secure evidence storage.
Expanded South County Presence in Eldersburg
In addition to the central headquarters project in the county seat, county leaders are addressing space constraints and regional response coverage in south county. As reported by The Baltimore Sun, the Carroll County Sheriff’s Office is preparing a $2.65 million relocation and expansion for its Eldersburg satellite substation. For years, deputies in southern Carroll County have operated out of an undersized 1,610-square-foot facility on Liberty Road.
The planned Eldersburg facility, situated on Ridge Road behind the local commercial corridor, will significantly increase available operational floor space, provide enhanced briefing and interview areas, and offer improved vehicle staging for patrol deputies serving Eldersburg, Sykesville, and surrounding communities along the Route 26 and Route 32 corridors.
Strengthening Community Safety and Regional Response
Together, the dual facility projects represent the most substantial modernization of county law enforcement physical infrastructure in several decades. Consolidating specialized investigative divisions, administrative leadership, and patrol dispatch into modern facilities will improve inter-agency coordination with Maryland State Police and municipal police departments in Taneytown, Westminster, Manchester, and Hampstead.
The Board of County Commissioners and city planning officials are expected to finalize site development approvals and engineering reviews in the coming months as formal construction timelines are scheduled.
