Carroll County Commissioners Adopt FY2027 Budget

The Carroll County Board of Commissioners on Thursday adopted the Fiscal Year 2027 budget, which takes effect July 1, 2026.

The approved budget includes a $652.1 million General Fund, representing day-to-day operating expenses, an increase of $71.4 million, or 12.3%, compared with Fiscal Year 2026. County officials said the budget does not include any tax rate increases for FY2027, though it does include fee increases for water and sewer services.

The county’s FY2027 operating budget is funded primarily through property and income taxes, with 45% coming from property tax revenue and 35% from income tax revenue. An additional 3% is generated from recordation taxes, with remaining funding supported by other sources such as building permits, 911 service fees, and investment income.

Officials said the adopted budget is final and will be made available for public viewing on the county’s website as soon as possible.

Residents can view open-session meetings on the county’s meeting portal and YouTube channel, with additional replays broadcast on Comcast Channel 24. A complete archive of budget discussions is also available on the county budget website.
