Carroll County Declares September as Workforce Development Month

In a show of commitment to local economic growth and workforce readiness, the Carroll County Board of Commissioners officially proclaimed September as National Workforce Development Month during an open session held Thursday, September 4. The announcement was made in partnership with Carroll County Workforce Development (CCWD) and Carroll County Economic Development, both of which were present to recognize the occasion and share updates on key local workforce initiatives.

Established by the National Association of Workforce Development Professionals (NAWDP), Workforce Development Month highlights the essential role of workforce programs in strengthening the U.S. economy, creating career pathways, and supporting underserved communities.

Denise Beaver, Director of Economic Development, emphasized the importance of CCWD in Carroll County’s broader economic strategy. “Carroll County Workforce Development is a critical tool in our economic development strategy and impacts and strengthens the local economy by connecting workers with businesses looking for talent,” said Beaver. “We are proud to support Workforce Development Month and to showcase the impact CCWD programs have on building the workforce in Carroll County.”

Heather Powell, Manager of CCWD, echoed that sentiment, adding that Carroll County remains a leader in workforce and economic development through “innovative programs, strategic partnerships, and a commitment to lifelong learning and career advancement.” She praised CCWD’s work with employers, education partners, and the community to create integrated plans and career pathways that support local labor force needs and long-term economic growth.

CCWD administers workforce development initiatives under the Workforce Innovation & Opportunity Act (WIOA) in collaboration with the Carroll Workforce Development Board. Its programming is supported by federal, state, and local funding — with $1.56 million in federal funds allocated for Program Year 2025, accounting for over 55% of total funding.

Workforce Development Month serves as an opportunity to educate the public about available career services, job training, and resources that can help job seekers, businesses, youth, and adults achieve economic success. CCWD is part of America’s Job Network and offers services Monday through Friday from 8 a.m. to 4:30 p.m.
