The Carroll County Board of Commissioners and the Carroll County Health Department have announced the appointment of Dr. Matthew Levy as the county’s new Health Officer, effective April 15, 2026. Dr. Levy previously served as Health Officer in Prince George’s County and joined Carroll County in July 2025 as Deputy Health Officer. He has been serving as Acting Health Officer since December.

Dr. Levy is a board-certified pediatrician and experienced public health leader with extensive experience in clinical care, academic medicine, and community health. His career has focused on expanding access to care, improving health outcomes for children and families, and developing population health programs and community-based initiatives.

Dr. Levy holds degrees from the University of Michigan, Johns Hopkins University Bloomberg School of Public Health, and New York Medical College.

His background includes leadership roles at MedStar Georgetown University Hospital, where he helped establish mobile medical services and school-based health centers, as well as oversight of residency training and community pediatrics programs. He also helped secure more than $9 million in grant funding to support community health initiatives and has held academic appointments at Georgetown University School of Medicine, Emory University School of Medicine, and the Medical College of Wisconsin.

More recently, Dr. Levy served as Professor and Chief of General and Community Pediatrics at the Medical College of Wisconsin, where he continued clinical practice while advancing education, research, and community engagement efforts.

County and state officials praised Dr. Levy’s leadership and collaborative approach, noting his strong commitment to improving public health services. Dr. Levy said he is honored to serve Carroll County and looks forward to working with the Health Department and community partners to enhance the health and wellbeing of residents.

Dr. Levy has received numerous honors and awards throughout his career recognizing excellence in medicine, teaching, and humanism in healthcare, including distinctions from the American Academy of Pediatrics and Georgetown University School of Medicine. He is a Fellow of the American Academy of Pediatrics and remains active in both national and state-level professional organizations.
