Deborah Effingham, Carroll County’s deputy county administrator, will serve as interim county administrator beginning Aug. 27 as the county transitions following the retirement of Administrator Roberta Windham.
The Board of County Commissioners announced Tuesday that Effingham will serve in the interim role while the county searches for Windham’s permanent replacement.
“Seamless transitions are crucial for government operations and uninterrupted services for our citizens,” said Commissioner Joe Vigliotti, Board President. “Ms. Effingham has been a professional, effective, and critical member of the County’s leadership team, and so the Commissioners are grateful that she has agreed to serve in an acting capacity as the search for a County Administrator continues.”
Effingham has worked for Carroll County Government for more than 21 years, spending most of her tenure in various roles within the Department of Management and Budget.
In spring 2023, she was hired as the county’s first deputy county administrator, a position created to support the county administrator and help coordinate county operations. In that role, Effingham has worked closely with the Board of County Commissioners, department leaders, community and business leaders, and state and local officials on strategies to improve the delivery of county services.
Before joining Carroll County Government, Effingham worked in the private sector as a financial controller for Wheelabrator Technologies Inc. in Baltimore.
“I am humbled and grateful for the opportunity to serve as Acting County Administrator while the search for a permanent replacement is underway,” Effingham said. “I remain committed to ensuring continuity, stability, and strong support for our county operations during this transition.”
Effingham will begin serving as interim county administrator on Thursday, Aug. 27.
