The USDA has designated a natural disaster for Carroll County, Maryland, due to severe drought conditions. This allows the Farm Service Agency (FSA) to offer emergency loans to affected producers to help recover from losses—such as replacing equipment or livestock, reorganizing operations, or refinancing debt.
