New Facility Expands Training for Welding, Automotive, and Electrical Careers

Carroll Community College has officially celebrated the opening of its new Ratcliffe Applied Technology and Trades Center in Westminster, marking a major milestone in local workforce development and skilled vocational education across Carroll County.

Carroll Community College faculty, county leaders and state representatives, including U.S. Rep. Johnny “Johnny O” Olszewski, gathered for a ribbon-cutting ceremony and official celebration of the college’s new trade center.

College leaders, elected officials, and regional business partners gathered for hard hat tours at the new 10,000-square-foot facility, located at 110 Airport Drive, to learn more about the hands-on training, equipment and resources that will be available to students enrolled in programs.

According to an official announcement from Carroll Community College, the dedicated off-campus training center is designed to directly address the surging student and employer demand for hands-on technical trades.

State-of-the-Art Training Labs to Alleviate Program Waitlists

The specialized center houses fully equipped instructional labs configured to replicate modern industrial environments. Students enrolled in the college’s vocational pathways will gain hands-on experience using industry-grade tools and systems in high-demand fields, including automotive technology, welding, commercial plumbing, and electrical work.

The expansion comes at a crucial moment for the community college, where high student interest has previously resulted in extensive waitlists for core automotive and welding courses.

By adding significant dedicated floor space and modern technical equipment, the facility allows the college to expand enrollment capacity and prepare more local residents for well-paying technical careers.

“This is about creating opportunities for our students while responding directly to the workforce needs of our community,” said Dr. Rose Mince, President of Carroll Community College. “Students will be able to gain practical skills in environments designed to reflect the workplace, while employers will benefit from a stronger pipeline of skilled talent.”

Public and Private Partnerships Backing Local Workforce Growth

The development of the Airport Drive facility was made possible through a blend of federal funding and private philanthropic investment. The center received $850,000 in Congressionally Directed Spending for Fiscal Year 2026, securing vital support for specialized equipment and advanced manufacturing training infrastructure.

As reported by The Capital Gazette / Baltimore Sun Media, the initiative is also anchored by a transformational $2.8 million grant from the Philip E. and Carole R. Ratcliffe Foundation. Through the Ratcliffe Works project, grant funds provide direct student support, including tuition scholarships, professional tool kits, emergency stipends, and structured connections to regional employers.

The opening of the Ratcliffe Center aligns with broader statewide efforts to connect community colleges with local industries facing skilled labor shortages. In addition to serving traditional college students, the center will support adult learners, career changers, and apprentices seeking industry-recognized credentials.

Prospective students and local employers interested in course schedules, scholarship opportunities, or workforce partnerships can learn more by visiting the Carroll Community College workforce development portal.
