Carroll Community College has announced new leadership for its Board of Trustees, with Greg Kahlert appointed as Board Chair and Ben Scheper selected to serve as Vice Chair, effective July 1.
Both Kahlert and Scheper were appointed to the Board by the Governor of Maryland, and their new leadership roles were approved by the Board of Trustees.
Kahlert succeeds Dave O’Callaghan as Board Chair, while Scheper takes over the Vice Chair position previously held by Diane Foster. College officials thanked O’Callaghan and Foster for their years of service and leadership, crediting them with helping guide several major initiatives during their tenure.

Among those accomplishments were the approval and implementation of the College’s strategic plan, the continued expansion of dual enrollment opportunities for local students, stronger partnerships with the Carroll County Commissioners, and advancement of the Ratcliffe Applied Technology and Trades Center project to better align workforce training with regional needs.
As Board Chair, Kahlert will work alongside Carroll Community College President Dr. Rose Mince and fellow trustees to advance the College’s mission of providing accessible, high-quality education and workforce training.
The leadership team will focus on strengthening partnerships with local businesses and community organizations, expanding transfer opportunities, and preparing students for in-demand careers.
“It is an honor to serve as Chair of the Board of Trustees at Carroll Community College,” Kahlert said.
“I am grateful for the confidence in my appointment and look forward to working alongside my fellow trustees, Dr. Mince, and the College community to expand opportunities for students and support the workforce needs of Carroll County.”
As Vice Chair, Scheper will assist in supporting the Board’s governance responsibilities and strategic priorities as the College continues its efforts to serve students and the broader community.

College officials said they look forward to continued progress under the leadership of Kahlert and Scheper while expressing appreciation to O’Callaghan and Foster for their stewardship through a period of significant growth and advancement.
